Bio's

Dr. Liu
is a Senior Partner at Boss & Young Patent and Trademark Law Office
in Beijing, China leading the firm’s Intellectual Property (IP) practice in the
biotech, pharmaceutical and high technology areas. Dr. Liu’s career stems
from his dedication to the biomedical and pharmaceutical sectors working
closely developing and implementing the innovation process, invention
harvesting, claim drafting, prosecution, litigation, and licensing in a global
environment.  Dr. Lui influences in the industry is brought forward from
expertise focused on IP from Canada, Denmark, United States and China.
Dr. Liu past experience includes serving as a Senior Scientist and Group
leader at PsychoGenics, Inc., a leader in preclinical neurobiology and provision
of drug discovery, based in New York.  Dr. Lui initiated patent applications for
innovations that supported a strong strategic management of IP assets that
extended to support partners and clients. With the breath of expertise in the IP
sector Dr. Lui was appointed the In-House Patent Counsel and IP manager at
Novo Nordisk A/S, a Danish Foundation and Holding Company of publicly
listed companies.  Dr. Lui led Novo’s IP operation within its Intellectual Property
& Partnering Organization with a notable success at establishing Novo’s first IP
operation in China. Dr. Lui later joined Dow Chemical Company as their
Intellectual Capital Manager and Director for Dow’s Intellectual Capital
Management and External Technology.  Dr. Lui once again was instrumental at
successfully building a Dow Chemical China based local IP capacities that
served Dow’s Asia-Pacific business and operation in China.
In parallel to his current position, Dr. Lui joined the newly established World
Innovation Institute (WII), in a Deputy Director capacity of a think-tank
organization to advise the Chinese government on innovation related issues.
Comprising of more than 100 members of mostly former senior officials of the
central government and industry leaders, WII is posed to play a pivotal role in
making critical connections in China to facilitate the advancement of innovation
and hi-tech economy.  
A native of Shenyang, Liaoning province, Dr. Lui studied medicine at China
Medical University and Neurology & Neurosurgery (PhD) at McGill University in
Montreal, Canada. Over the years he has received a number of scholarship
and fellowship awards as well as the first authorship of both Science and
Nature publications. Dr. Lui is licensed to practice Patent Law both in China
and Canada. Dr. Lui continuous achievement for excellence is in the process
of completing a LLB, a U.S. JD equivalent, from McGill University in Montreal,
Canada.

David A. Jakopin is primarily involved in IP litigation related matters, while also
advising clients on strategic IP issues.
Mr. Jakopin spent the first 10 years of his practice in Washington, DC, dealing
primarily with IP litigation matters, particularly those involving complex matters
relating to high technology electronics in the patent and trade secret arena. Mr.
Jakopin transitioned his practice to Silicon Valley beginning in 1997, and
expanded his practice to also include strategic IP matters for the firm’s private
and public companies, as well as building the firm’s IP practice in Silicon
Valley, having been the head of the Silicon Valley IP Group from 1997-2003.
Since Mr. Jakopin has a strong technical background in electronics, he brings
a unique combination of talents when litigating IP disputes, as well as when
advising on licensing strategies, intellectual property acquisitions, cross-
border issues and other strategic IP issues.
Mr. Jakopin also enjoys matters that have an international focus. Over his
career he has spent months in Europe and Asia dealing with various IP
issues, continuing to gain knowledge from an initial familiarity obtained during
a year of law school studies at the University of Notre Dame Concannon
Programme of International Law in London.
Mr. Jakopin is a member of the U.S. District Court for the Northern District of
California Intellectual Property ADR panel and is a member of Arbitration and
Mediation Committee of the American Intellectual Property Law Association. He
has also served in the capacity of an expert witness.

Alon Konchitsky is the CTO and Founder of NoiseFree. Prior to serving as
NoiseFree’s CTO, Mr. Konchitsky served as Chairman, CEO and Vice
President of Engineering since December 2005. Mr. Konchitsky has over 17
years of experience in wireless product development and management. Prior
to Noise Free, Alon has held management and technical positions in leading
companies as Nokia and Intel-DSPC. He also held research position affiliated
with Stanford University, Graduate School of Electrical Engineering in the space
of Discrete Time Processing RFic technologies. His baseband is in many
cellular phones on the market today, including all RIM Blackberry phones. He
was a member and later chairman of the 3GPP WCDMA committee and
consulted to several financial institutes and private equity groups. He holds 19
patent applications and received BA in Computer Science and Electrical
Engineering, Masters of Management and PhD in Electrical Engineering from
Tel Aviv University, Bournemouth University and UC San Diego.

Peter A. Howley is a serial entrepreneur with unprecedented experience in
building high growth disruptive service companies in the telecom sector. Mr.
Howley has been involved in starting, building, advising, mentoring, financing
and leading service companies. As Chairman of The Howley Management
Group he works closely with Entrepreneurs, CEO’s and Boards to turn great
ideas in to great businesses. His career in Telecom began at AT&T serving in
a number of managerial positions. In 1973, he was recruited into a start-up
MCI where in addition to critical regulatory and policy work, he launched their
initial service in New York City and then Los Angeles. Mr. Howley next led
Citizens Utilities Company’s very high growth Arizona Telephone Operations as
General Manager and Vice President. Citizens Utilities has the distinction of
increasing earnings every quarter for fifty five years. Mr. Howley has the
distinction of leading his first venture backed company from start up through
successful IPO and acquisition into the pages of American business history as
CEO of Centex Telemanagement (Nasdeq: CNTX). It was recognized as one of
the fastest growing, best managed, most profitable companies in America by
publications including Business Week, Fortune, Equities, and INC Magazines.
It retains a cult status in the service industry. At Centex in 1985 Mr. Howley
created the Telemanagement concept for small and medium-sized
companies. He built the company into the world’s leading telecommunications
management services company. This included its sale at a sizable premium.
The company was highlighted in three books including Dr. Spechlers’ book
Managing Quality in America’s Most Admired Companies. The Wall Street
Journal declared Centex “the darling of Wall Street.” It continues to be used as
a case study at Harvard Business School among others. Recruited during a
presentation of the CNTX model at Stanford University, Mr. Howley joined the
founders of Exodus Communications, a Global Web Hosting Company, at its
inception. He continued to advise and serve on the post IPO Board (Nasdeq:
EXDS) until June 2000. Exodus still holds a NASDAQ record for 13 consecutive
quarters of greater than 40% revenue growth. One out of every three to four
Internet crossing packets traversed the Exodus network at its peak. As Co-
founder of IPWireless in 1999 and initial CEO, Mr. Howley enthusiastically led
the company in developing the world’s leading, cost effective, wireless mobile
broadband technology. His personal fundraising efforts raised more than $120
million. His leadership as an active investor and board advisor has been
instrumental in the company’s successful acquisition in May, 2007 by
NextWave (Nasdeq: WAVE ). In addition to founding five companies, Mr. Howley
has also advised, served on the board and as interim CEO in numerous
companies looking to accelerate their success. He has published articles,
spoken frequently to a wide array of audiences on industry topics, and been
quoted extensively in publications including USA Today, the Wall Street Journal
and Fortune Magazine. Mr. Howley is a Charter Member of the Washington DC
based American Business Conference Foundation and Board Director of The
Independent Institute, an influential and non-political scholarly research and
educational organization which sponsor comprehensive studies on political
economy. He graduated from New York University with an Industrial
Engineering degree, served two military tours and was awarded the Air Force
Commendation Medal for Outstanding Achievement. Mr. Howley acquired an
MBA degree in Marketing from NYU. His thesis was on the viability of tele-
purchasing using the “Picture Phone”, a theory thoroughly proven in today’s PC-
Internet e-commerce world. He continues to be involved with the NYU Stern
School of Business, serving as speaker, business plan judge and mentor.
